Try going through the Bureau of Utilities, they should be able to help you. They're only required by law to disclose federally mandated items, such as nitrates, lead, chloroform, etc. What you might do is get a sample, ~1 qt, and take it to a pool supply place and see if they'll do an analysis for you. I did this with success, although they could only provide me with pH, total alkalinity, and calcium hardness. Promash will figure out your CaCO3 level. Keep at it, it takes some teeth pullin', but it's worth it. I managed to get it and I live in a MUCH smaller town than Cleveland.
